  1. I agree with you that regular maintenance of pipes can prevent you from many tiny and massive problems. In my point of view prevention is better than cure. If water persist after rain than you should call the plumber to avoid massive problem. Moreover I like the way you describe the "warning sign to an exterior drainage problem" & certainly I should take this points in account to avoid plumbing problems.
